Rural areas last hope may be
entrepreneurs

- Creating a culture of entrepreneurialism may be the last best
chance to rescue rural America from its long, slow slide to economic and
political obsolescence, according to a rural development expert.
Unless rural America can justify its existence to the suburbanites who now
make up the political majority, it, he said, is on track to becoming home to the
very rich and the very poor, with no middle class to keep it economically
viable.
"The middle class are leaving many parts of rural America. Without them,
rural America will become the involuntary home of the poor and the chosen home
of the pleasure-seekers, producing a rural ghetto and a rural playground,"
said the development expert, Karl Stauber, president of the North west Area
Foundations of St. Paul, MN.
The 2000 census shows that political power now resides in the suburbs and
that suburbanites question why they should subsidize others, urban or rural.
"Simply put," Stauber said, "the majority of Americans now ask
’Why should I take money out of my pocket to make your life better? What do I
get in return?’"
Stauber said public policy on rural America focused almost exclusively on
agriculture and is failing. A new policy that nurtures emerging rural
entrepreneurs, as well as existing businesses and agriculture, might light the
way out of the wilderness. But rural entrepreneurs face more than the
difficulties of most business ventures. The isolation that makes their areas
rural mans less access to venture capital markets and generally less
sophisticated telecommunication and computer services.
Stauber said the United States must acknowledge that its focus on agriculture
is doing next to nothing for rural communities.
"This year, direct subsidies to agriculture are expected to be
approximately $25 billion, and there is no convincing evidence that they will
improve the economic viability of rural communities," Stauber said.
The agricultural schools at land-grant colleges have done an excellent job of
training professionals for the food and fiber industries, but those jobs are now
in metropolitan areas. Rural policy also has focused on manufacturing jobs,
using low-wage, low-skill labor as a competitive advantage. But those jobs are
now being exported to developing countries.
The result is that rural America is poorer than urban America, even though
two-thirds of the rural poor live in families which at least one person works.
In 1997, Stauber said, 15.9 percent of rural Americans lived in poverty,
compared with 12.6 percent in urban areas, and 22.7 percent rural children lived
in poverty compared with 19.2 percent of urban children.
'The rural areas that grew in population and employment during the 1990’s
tended to be places such as Florida and Texas, which attracted retirees. Some
rural areas may not be able to reserve the loss of their best and brightest," Stauber said.
"The areas that will," he said, "must stet aside local rivalries
and develop regional plans that can exploit whatever competitive advantage their
areas might have."
Nurturing rural entrepreneurialism may require public subsidies. Some rural
communities have built their own fiber optic networks to ensure a digital
infrastructure. Some states have provided venture capital directly to
entrepreneurs in rural areas, while others provided tax incentives to venture
capitalist.
"While Americans are generally more likely to prefer market solutions to
government interventions, "Stauber said, "without public action,
private decline will continue, leading to the relocation of those with the most
intellectual, financial and social assets."
